A Trusted European Media Data Space

TEMS is a large-scale European initiative with a budget of €16.5 million, co-funded by the European Commission’s Digital Europe Programme (€8 million). It aims to create the first trusted European data space for the exchange of media data between organisations.


Its innovative character lies in a decentralised technological architecture, which enables each participant to retain control over their own data. Within this space — fully compliant with European and national legislation — every actor can decide what to share, with whom, and under which conditions. This makes TEMS a major step forward in how the media sector can share and unlock value from its data.


Aligned with the European Data Strategy, TEMS brings together key media sub-spaces (press, fact-checking, audience measurement, advertising, audiovisual, 3D digital creation, etc.) and facilitates their interconnection with other European data spaces, such as those developed in audio (TAM), tourism (DATES), education (DS4Skills), language (LDS), and mobility (EONA-X).

AFP’s role in TEMS

AFP is one of the founding members of the project, launched in October 2023 for a three-year period. It is driven by a consortium of 42 organisations from the media and technology sectors.

As a member of the TEMS Steering Committee, AFP leads a use case dedicated to news and fact-checking. It contributes its expertise in combating disinformation, designing platforms for content exchange, and developing technological solutions for content certification and traceability.

AFP also coordinates the working group on identifying the technological, economic and governance requirements of different media segments. Its goal? To help build a reliable, relevant, useful and scalable European data space for the entire media ecosystem.

Finally, AFP is involved in several other layers of the project: establishing the TEMS governance framework, implementing its economic strategy, and leading project communications.
